
Take and Give!
U.S. treasury international capital flow released the report in September 2008 that China has held United States treasury bonds amounted to 585 billion dollars. It became the United States largest creditor overtaking Japan. . Since the U.S. financial crisis many Chinese has suggested to their government to take this opportunity to bargain with the U.S. for more fairness toward China on the international affairs but Chinese government not only refused to do so.On the contrary, the Chinese government even decided to buy more U.S. bonds in order to raise people confidence on U.S. financial situations and only asked the U.S. government to take good care of China assets security in U.S. Now, the world is watching as how the new U.S. president is going to change his policy toward China. If he is clever enough he should give face to Chinese leaders and stop talking about China human rights record, trade, surplus and military threat etc...all these complaints do not solve the US jobless problems and treasury deficit.In fact, the new President's new policy toward china should consider the followings:
1. Try to make use of China huge treasury reserve and economic development strengh to solve its internal financial and economic problems.
2. Make use China good influence and close relationship with most of Asia country to help Americans to be loved instead of hated by people in Asia.
3 America should not ignore China's need and not to always take without return .

自从美国发生金融海啸后,很多中国人主张政府应该利用这个机会对美国讨价还价。在国际事务上,应该获得更合理的待遇。中国政府不但不愿意这样做,不要乘人之危争取利益。相反地,还继续买进大量美国债券,只要求美国要确保中国在美国资产的安全而已。
现在全世界都在关注美国新总统将来如何改变他对中国的政策,如果他够聪明的话,应该考虑到中国领导人的面子问题,不要再对中国的人权记录、贸易出超和军事发展的问题说三道四,有关这方面的指责,对解决美国的失业和赤字难题完全没有帮助。
其实,新的美国总统应该考虑实行下列几个对中国的新政策:
1. 借助中国大量的储备金,和强大的经济能力舒解其国内的金融和经济难题。
2. 利用中国在亚洲的天时、地利、人和协助美国减少亚洲人对其仇视,和取得更多亚洲的经济利益。
3. 但俗语说“礼尚往来”,美国不要只求单边的利益而忘记对中国的回报。

Hello Mr Liu
While I accept your view that China and US must take a "give and take" relationship,it must be based on mutual respect and understanding.It cannot be based on benefitting one at the expense of the other.Let me commnent on the proposals:
1)China cannot use its large reserves of about US$1.9 trillion to assist US recession because most of it is invested in US Treasuries Bills;other US assets and in other gobal assets.
What she can do is to strengthen its currency and encourage local consumption.But China is unprepared to do this because a stroner yuan will weaken its exports while its local consumption will remain "weak" due to high savings.
While China has announced a stimulus package od US$588 bil,most of it will be investments in infra-structures while not enough has been allocated to improve social and medical services.Because of this,the Chinese will continue to incur high savings.
2)China's relationships with countries in SE Asia and North Asia is stable and peaceful as long as China continues with its strategic position of "peaceful rising".US's relationships with these countries are equally good and stable.Both China and US will continue to leverage and gain mutual benefits from these relationships as long as there is no strategic contradiction and untenable political compromise for both.
3)Here you seem to imply that US has been taking a selfish and self-interest attitude towards the China.
I think in terms of trade US imports from China have benefited its economy substantially and as a result,China has been able to accumulated its large reserves.Like most developing countries,China has adopted a export oriented economy by keeping its currency value relatively low.This is why she has been accused by US and EU of having a mercantile stance in trade.
I suggest that one should not adopt a position of putting blame on one country or the other.Do not forget that if the US dollar continues to depreciate China reserves will diminish in value.And if the new US President,under pressure from the Congress,adopts a policy of trade protectionism,China's economy will suffer further.

Give advice to the nation leader one does not need to draw a snake with feets.

Hello Liu,there is no harm to advise the Americans in terms of principles.But these must be based on realistic economic and political reality.
These principles must not be one-sided but must be mutually beneficial.
We are living in an interdependent world and what is happening in US and EU is also hurting China economically.In fact President Hu is very concerned that lower than projected GDP growth in 4thQ 2008 and in 2009 will cause social unrest.
