Sale of Aircraft Carrier to China
According to the U.S. Navy Times website on January 4, 2008, there are many members of Congress who feel that the U.S. aircraft carrier current force structure is the product of the cold war, not suitable for the new international situation. 11 aircraft carriers are obviously too many! The USA may need only 7 aircraft carriers.This figure is more than the total number owned by other nations. The cost for an aircraft carrier is from 4 to 10 billion USD and the cost to operate and maintain a heavy aircraft carrier fleet is about 1.5billion per year. If a wise decision could be made by the Congress to reduce the fleet of aircraft carriers from 11 to 7 and the remaining of 4 carriers offer to sell to China, the government will not only get an extra income of billions of dollar but could also save a lot of military spending. There are also the following benefits:

1. There is no permanent enemy in the world! The United States has established diplomatic relation with China 30 years ago. So far it has proven to turn hostility into friendship. When China is in need of their own aircraft carrier the United States should take the initiative step to offer to China to buy over these 4 carriers. If the terms and conditions are reasonable, China may be pleased to accept the offer with many goodwill in return.
2. Let China own USA made aircraft carriers. The U.S. may have less worry that China has some unknown and better aircraft carrier from somewhere else. Through this friendly deal, China may be able to safe guard the world with United States and save costs for America doing it alone.
3. To delay China's pace of self-made aircraft carrier development and to avoid the China- made aircraft carrier selling to other countries. And breaking the dominance of U.S. aircraft carrier in the world.
4. If the two super power countries in the world can have friendly cooperation in the military field instead of being confrontational, America will be able to save a lot of money from military spending. It's very good for U.S. government and the people.
The general public may think this suggestion is a kind of joke. However it is worthwhile for the new President to take this into consideration as he wants to change US policy.

3、可以延缓中国自造航母的发展速度，避免中国太快把性能好、造价便宜的航母卖给其他国家，打破了美国航母的独大局面。
4、两个大国如果在军事上能够友好合作，不搞对抗，共同维护世界和平，减少美国的军事开销，对美国政府和人民都有好处。
这个主张一般人可能认为是在开玩笑？但很值得要改变美国政策的新总统加以考虑的。

Why should the US sell aircraft carriers to China when one day China might use them against the US?It just does not make sense.
What assurance that China will not become a ambitious power and seek global hegemony?
China has sent two or three ships to the waters around Somalia to protect its ships carrying strategic resources.In other words,China is prepared to project its armed forces abroad to protect its interests.As it becomes more properous and subsequently more powerful,based on its yearly increase(currently at 10% per year)in defense expenditure,it may see fit to reorder global strategic balance.
China has bought an old aircraft carrier from Russia and apparently she has found this wanting.Now she is embarking on a progamme to develop and eventually build its first aircarft carrier.Experts perdict that this will take about 15 to 20 years.

Even Chinese leaders will not agree with you because it will mean a loss of face for them and their nation that China has to dependent on a capitalist country for defense procurement.

if china really wants to contribute to world peace it should such large amount of money on weapons from the US.It should use the money to help other poorer countries.Just because US has aircraft carriers does not mean that China should have the same unless it wants to use them to expand its sphere of influence.i think you are barking up the wrong in this instance.

Japan's constitution restrict it from developing its armed forces to the extent that they can be used for offensive purposes.

On what basis have you come to the conclusion that China will become a benign super power?Is has announced to the world that it believes in "peaceful development".I think that this is the right approach and policy.
I suport China as long as it stick to this course of development.
I also do not think it is wise for the world to have a single super power.A multipolar world is more stable;self-adjusting and self-balancing.US has been quite adventurous during the Bush administration but this is expected to change with Obama.He appointed of Hiliary Clinton as Foreign Secretary who said at the Congressional hearing that she would adopt "smart" diplomacy and would be multilateral in her approach in foreign policy.Indeed,this will be sea change.

You must surely be aware that China is an net importer of crude oil;and iron ore from Autralia.It also imports wheat from the US.
After it has achieved the targets that it set itself under "peaceful development",then what?Chinese leaders have no announced nor pronounced that it would be a benign superpower,assuming that it ever becomes one.The reason it hasnot done so is because it is not yet a superpower.

China have much more natioal resources then Japan, do you agree? China may import materials from other countries but that is for doing business like import

Again you have made a statement with giving reasons why you think that China will not become aggressive when its supply of strategic resources is under threat.
You answer betrays a dislike of Japan and it is emotional.
The question is not whether one country,which is a net import of strategic resource, will be better of than another in a similar situation.The issue is what will these countries resort to when the supply of these resources is threatened?
China,of late has cultivated ties with some African countries which are rich in natural resources that it needs;even with regimes that are ruthless and cruel to their own citizens.In fact,these countries and China have signed commercial treaties to ensure adequate supplies of these resources.Mr Hu and Mr Wen spent lots of times in these countries in 2007/2008.
In 2008,China sent two ships to the coastal waters off Somalia to ensure that Chinese merchant ships carrying resources are not highjacked by pirates.There is nothing wrong with this policy.But it shows that China is prepared to project its armed forces beyond its coastal waters.Will it escalate this policy in the future?
I do not know.But common sense suggests that a world power,and China aspires to be one,will do whatever it takes to protect its strategic interests.
China cannot continue to develop peacefully without enaging other countries because it knows that the world is becoming interdependent.Mao tried this in the 1950's with the Great Leap Forward and it ended in total failure.The present financial crisis,while it started in the US,has spread to China and elsewhere.China's exports are declining and that is why its govt. has proposed a US$586 bil stimulus package to cushion the fall in exports.

It is possible that America will sell warships to China just like Russia. It is a matter of time certainly the conditions were the right during Bush Administration but for OBAMA things may be different. Let us hope that world peace is possible..
